Project Analyst

Pay Rate – $35.62/hr. on W2
Hybrid – Mondays & Tuesdays Onsite

Description:
Day-to-Day Responsibilities/Workload:

  • Client is mandated to provide non-discriminatory access by means of The Pulsifer Decision (D.98-10-058) to its poles and structures to communication infrastructure providers (CIPs).
  • Client s Joint Pole Organization (JPO) administers the access process by means of joint pole contracts and license/lease agreements.
  • They will independently apply their technical skills in a lead role in performing visual site inspections to identify attached assets in the communication space of jointly owned and solely owned utility pole structures by mean so field audits aProductst Client recorded data as well performing needed job walks and surveillance of work practices.
  • They will develop and advise on the Joint Pole Inspections standards and procedures for the third-party inspections in the communication space to ensure conformance to General Ordinances from the California Public Utilities Commission, the Southern California Joint Pole Committee standards, Joint Pole Agreements and the Request for Access Agreements.
  • Additionally, they will verify all field measurements and accounts for deviations from specifications and provide documentation on findings.
  • Research and resolve assigned buddy pole notifications through desktop review of SAP, SCJPC, GIS, engineering records, and supporting documentation.
  • Verify pole ownership, attachment status, replacement activity, and removal requirements.
  • Create and process Joint Pole Authorizations, and related documentation to support pole replacement, removal, relinquishment, and ownership changes.
  • Maintain accurate records and update SAP notifications, tracking tools, and supporting databases.
  • Coordinate with Planning, Field Operations, Joint Owners, and Communication Infrastructure Providers (CIPs) to facilitate buddy pole removal and attachment transfers.
  • Identify and escalate ownership discrepancies, missing agreements, unauthorized attachments, and other joint-use compliance issues.
  • Ensure all work complies with Joint Pole Agreements, CPUC requirements, and Joint Pole Committee standards.

Required Skills:

  • Advanced proficiency in Microsoft Excel, including data analysis, sorting, filtering, reporting, and reconciliation of large datasets.
  • Experience conducting utility asset, infrastructure, or telecommunications records analysis.
  • Ability to perform detailed visual desktop reviews and field-audit validation of utility pole attachments and communication-space facilities.
  • Knowledge of joint-use utility pole environments, including pole ownership, attachment arrangements, and communication-space construction practices.
  • Understanding of California Public Utilities Commission (CPUC) General Orders, particularly GO 95 requirements related to pole attachments and clearances.
  • Ability to interpret and apply Joint Pole Agreements (JPA), Pole License Agreements (PLA), Pole Use Agreements (PUA), Request for Access (RFA) requirements, and related inspection standards.
  • Strong analytical and problem-solving skills with the ability to identify discrepancies between field conditions and recorded data.
  • Experience documenting inspection findings, measurements, non-conformances, and corrective action recommendations.
  • Ability to work independently with minimal supervision while serving as a technical lead for inspection and analysis activities.
  • Strong written and verbal communication skills to develop procedures, provide technical guidance, and support compliance efforts.

Desired Skills:

  • Experience in Joint Pole Operations, utility engineering, utility compliance, telecommunications infrastructure, or outside plant (OSP) environments.
  • Familiarity with buddy pole remediation processes and utility pole replacement programs.
  • Experience reviewing field measurements, attachment inventories, GIS records, SAP, SPIDA, or other utility asset management systems.
  • Knowledge of Southern California Joint Pole Committee standards and inspection practices. Experience developing inspection procedures, quality-control standards, or compliance programs.
  • Ability to identify unauthorized attachments, clearance violations, and other communication-space compliance issues.
  • Experience coordinating with utilities, communication infrastructure providers, municipalities, and third-party attachers.
